De komende twintig jaar zal het aantal inwoners in Den Haag explosief groeien, van 525.000 tot meer dan 625.000. Een groot aantal zijn studenten. Om deze uitdaging aan te gaan, moedigt de stad Den Haag stedelijke verdichting in het Central Innovation District (CID) aan: de driehoek tussen de drie treinstations in Den Haag. Binnen de CID zijn drie gebieden rond de stations gemarkeerd. Daar zal de eerste verdichting plaatsvinden. In overeenstemming met de Nota Eyline Skyline uit 2018 worden in deze gebieden hoogbouwgebouwen ontwikkeld.
Movement Real Estate en de Van Deursen Group hebben samen met Mecanoo de ontwikkeling gestart van een studententoren genaamd Rebel. Deze studententoren komt op het Leeghwaterplein. Gelegen nabij het stadscentrum en De Haagse Hogeschool.
